Is there a way to change the resolution scale via the client options or config files? Is there a way to disable to lod manager via the client set up options that is available in all other swg servers?

Maybe, havent tested yet/ in your client/apps folder search for SwgClient_r.exe-unknown.0- there's 4 0r 5 that have resolution
Nope, it did not work

But there is a SwgClientSetup_r exe in the app folder that changes it, set mine to 1920x1080
