Can't claim Rebel officer faction items

My rebel officer Kavv can't claim any GCW rank items at all (Command Barc, etc) The recruiter always says "There are no items available". My imperial officer has no issues and can claim all of the rank items. I made sure that he has positive Reb faction points and negative Imp points, not sure what else I might be missing

I am unable to recreate this issue. have you tried Softlogging/Hardlogging and trying again.

I've tried everything I can think of since I started making ranks. I try at every log in, waited til the next rank (multiple times), waited for a server reboot. Really at a loss here as to why it's acting this way, only want to get the command barc, really don't care about the rest.
